Releasing and Obtaining Rare Pokemon

If someone release a rare pokemon like easter togepi, someone that goes to that location (Like say it was released in Oreburgh, it would be found in Oreburgh) would have a low chance of finding it, and also, making a topic for where a rare pokemon was last seen, It would have the Pokemon, the info, and the location, if it's been long enough, they can be moved to a new location nearby.

This actually seems interesting...I like it personally.

The adoption center handles released/unwanted Pokémon. Once you adopt the Pokémon from there, you can obtain it however you want in RP.

True, but it leads to a better history for it, and it would also train the pokemon up, so it wouldn't stay the same level as it would in the adoption center, but it's all up to you Lucretia as you are the head admin

Odds are it would not train the Pokémon up even if it went your way. Also, as said in my previous post:

ONCE YOUADOPT THE Pokémon THERE, YOU CAN OBTAIN IT HOWEVER YOU WANT IN RP.

As in the current method only affects history and plot if you choose not to do anything with it.
