Personality: A very dastardly person indeed, Saber tries really hard to be as evil as possible, and cares only about stealing and exploiting pokemon for profit, just like the Team Rocket codex prescribes. She is very aggressive and hands-on, plotting sneaky tactics against trainers in order to steal their pokemon, ruin their day and simply be a capital butthurt for people. When the tide turns against her, she uses her many pre-planned escape routes to get away, preferring a more comfortable and dignified leave over "team rocket is blasting off".

History: Saber XVII is a part of an ancient noble family that traces its heritage back to the middle ages. She is Saber I's great-great-great-great-great-great-great-great-great-great-great-great-great-great-great-great-great-neice and has inherited many of the dastardly features. Her family's connections within Team Rocket have afforded her the rank of Executive and the generous allocation of powerful pokemon. Having grown up in a rich environment and being totally spoiled, she was unprepared for the harsh life of a Rocket, in a world full of twerpy heroes and derpy police officers. But she got used to it after a while, and actually succeeded in stealing an Alakazam from the Saffron Gym. Ever since then, she has been cultivating her psychic powers with his help (well, actually she bribes him with booze). Currently, she is an autonomous agent for Team Rocket, moving around the lands looking for pokemon, and trying to bag any that aren't nailed down. Her future looks bright and full of nasty deeds.

As for the moves, you might notice that all of the moves I used are learnable by the respective pokemon, the sole exception being Alakazam's Hypnosis, which you can overlook.

There's a conflict with Destiny Bond and Sludge Wave. Weezing (as a Koffing) can only learn Sludge Wave from the dream world, but you've also written that it knows Destiny Bond, which it can only learn through breeding. Now, I'm not totally sure how the Dream World works, but it seems like the Pokemon met there are being dreamed up, not bred. So I say you can only have one of those moves.
