Personality:
Tan, first and foremost, loves Pokemon. A good trait for any Pokemon trainer to have (of course, why would you be a Pokemon trainer if you didn't love Pokemon). He grew up wanting to be a great Pokemon trainer and follow in the tradition of his family, so he is always striving for greatness. However, this often leads to him being a bit arrogant and impulsive. He will often charge headlong into a situation, just assuming that he'll know the solution. He's trying to prove to everyone that he is, indeed, destined for greatness. He believes he is, he "knows" he is, that's where the arrogance comes in. He's aggressive because he's under the impression that he can prove himself that way. There's no way to be the best if he can't beat everyone else, right? He's desperate to rise up the ranks quickly, because he feels like he's behind, he is much older than any other members of his family when they met their partners.
He is rather upbeat and it is hard to get him down. He would rather battle over and over again than accept defeat. Although, this often isn't an option as he usually pushes his Pokemon to do their best and give their all. He isn't the most clever or skilled trainer, but he makes up for it with his great enthusiasm. Losing in a battle, especially repeatedly (if he's lost against someone, it's almost a guarantee he'll keep challenging them to rematches until he can win) can really demoralize Tan. When he sees people who were handed everything their entire life or met their partner when they were young, he can often get jealous and angry, wanting especially bad to beat them in battle. Pokemon battling is Tan's first and foremost form of self-expression.

Battle Style:
Tan prefers all-out offense. He won't back down if he seems to be losing, but he will also often ignore type advantages or disadvantages, believing that he and his Pokemon are skilled enough to take on any adversary.

Past Experience / History:
Tan's family has a history of being great dragon tamers. Before his parents moved to Lavender Town, his ancestors had a long term attachment to Blackthorn City. Growing up, however, Tan didn't seem to take to Pokemon as quickly. His older sister Cari went on her own journey several years ago and has since has followed the family tradition. Tan idolized her in a way, looking at her as a model trainer. Tan, however, grew up watching Pokemon battles on television and wondering why exactly his parents moved to Lavender Town. He didn't understand why he wasn't able to find a Pokemon partner and he desperately wanted to prove himself to his family. He knew in his heart he deserved to be great, just like they were.
Many times he wandered into the tall grass outside the city, hoping he would run into a Pokemon that he could befriend. This never worked out in his favor, however, and he only either turned up empty handed or thoroughly smited by the wild Pokemon. However, one day, he came across an Elekid that had wandered down from the Power Plant. With the help of a mysterious trainer named Lucas, Tan ended up capturing the Elekid. Tan and Elekid are now inseparable and Tan has decided he's ready to go on a journey of his own. He knew he know had what it took, and wouldn't let the chance slip by, no matter what.
Overall, Tan had a pretty normal childhood for any Pokefan kid. He wanted to prove he wasn't just another run of the mill trainer, though. He wanted to be the very best, like no one ever was.

One of the reasons Tan and Elekid get along so well is because they are very similar. Elekid strives to always be the best and please Tan, no matter what harm may come to him. Also just like Tan, however, he is stubborn and impulsive.

Your character is missing a few key points in the history/personality section. Here are a few things I would like you to add so that your character has more depth:

1. What else has happened in his life? Any other big points beside of him meeting his Elekid?

2. What events in his childhood shaped his ambition to be the best? Why is he sometimes arrogant and aggressive?

3. Is your character always happy? What makes him angry? Sad or nervous?

This is just to make your character more well rounded, so please make the necessary changes.
