No, it wouldn't. Remember, your character is stalled within their actual roleplay to participate. This includes time.

Tasha has been taken already. Would this be a race of who gets to sign up first?

No. Anyone can signup for any bounty anytime before the date the bounty passes passes. So it doesn't matter if Kakashi took Tasha. You can signup and chase Tasha as well.

Yes, your pokemon will level up in both places if enough experience is gained, since experience is treated the same on bounty hunts [though you are unallowed to train during bounty hunting or encountering trainers/ wild pokemon].
