After a trainer obtains their seventh badge in a battle against Drake Light, he gives them access to the Power Plants. It is rumored that the legendary bird Zapdos often lands at a power plant to rest. There are mostly electric types here.
"We don't actually mention to Drake that the lightning storms are caused by Zapdos. But he's turned the situation around for Lightningstorm City and granted it a near eternal power source. Much of Minoru recieves powers generated here."
