Evolution Process: The Trainer must find the Sacred Water Stone inside the Temple of Elements and use it on the Vaporeon. The Evolving Vaporeon must be at least level 30 to Evolve in this way.

Plus, unless this rule has been changed while i was gone, members can't make legendaries, only mods and admins

I don't like this idea. Not only are you taking a common and giving it a chance to become something it shouldn't, you're also breaking the rule that Legendaries don't evolve.

To address this:
For the three years I have been here, it was under my impression that no one, not even staff members were allowed to create custom Pokemon that affected the Canon Pokemon. I have never seen one approved, nor has this ever been a written rule. I certainly wish the rules went into detail about these kind of things but the staff can never seem to agree to getting these kinds of things done.
In the three years I was here, not once was that a written rule I knew of Banette. Nor should it have ever been one. It's probably better to say that no one should be creating a legendary, but if someone does it should be executed in an impressive and detailed manner.
The only reason I don't like this, and it's a very acceptable reason is that it affects the canon. In my opinion, editing the canon is often messy at best because with every generation things will be changed. The only time I can accept this is custom moves, specifically when they do not affect the learn set of a pokemon, only the learnable TMs.
However. Unless it is written or comes under discussion by the staff there are absolutely no written rules in regards to this in my knowledge. So, by all means whether or not this is approved is entirely to the discretion of the staff.
I'd also like to address the comment, legendaries don't evolve. Though I'm not keen on legendaries evolving, this depends not only on your view of Manaphy/Phione, but also questioning the lore behind Pokemon. Mega Evolution may only be a temporary boost during a battle, but it is still a form of evolution isn't it? It would seem that Legendary Pokemon, though on a different level than the average Pokemon, aren't exempt from the same things as your average Pokemon. I don't want a discussion about this here, you can take what I said with a copy/paste and go to the Pokemon Discussion section and if the staff must, it will be brought up in the staff section.

(Edited. I made it a Pseudo-Legend for you guys. And btw addressing what Bakugami said I really do beleive the Eeveelutions deserve an upgrade. I feel like it would be really interesting if there was a line of non-Dragon Type Pseudo Legendary Pokemon. It could add a certain twist and since it's really difficult to get it would kind of be justified in its power. I don't think anyone would object if Hawlucha or something were to get a Psuedo Legendary Evolution.)

Look, as much as they may deserve an upgrade it has been to my knowledge that you can't create evolutions for any canon Pokemon. As for legendary Pokemon it should be reasonable, same with Pseudo-legendary Pokemon. But frankly I cannot bring myself to approve this, with reason because there isn't and hasn't been a set of rules dealing with creating Pokemon. This falls to the staff to fix this but really, I'm not going to go ahead and let another staff member address this, seeing as the last post I made hasn't been addressed in detail.

for all i know it is alllowed to create evolutions to Canons. im pretty sure tons of people do it.
