Hey, I've seen this picture before, this was concept art before the final edition of Seel... Anyways, you have to list what level the moves are learned at, or if it's a TM or whatever then say that. Also, try to put in a special way to breed Seel/Dewgong to get this Pokemon, as in, 'Breed Seel/Dewgong while one parent holds [New custom item]' or something like that. Make it be something you couldn't do in the games. Also, I'm pretty sure you could make the level be 1-25, seeing as this would be an unevolved Pokemon.
