Personality:
Sachiko is an incredibly shy person and quite easily scared around people she doesn't know. Despite this it is surprisingly easy to gain her adoration by giving her the smallest of kindnesses, but just as easy to lose her trust again, as she is used to such disappointments. These days she will react to situations like this with mild sadness and move on, instead of getting angry like she used to. She is quite aware of the fact that she trusts too easily, so if her Pokémon do have eggs one day, she has made up her mind to let Kitsune decide if a person is worthy of taking them.
As she has only moved on in the smallest of ways, Sachiko still avoids the town whenever she can and much rather stays at the daycare or goes wandering in the woods. The fact that she has someone who protects her now and she doesn't get scolded anymore has only served to make this a more frequent habit.
Having aspirations to become a breeder like her parents, she loves taking care of things, especially baby-Pokémon. However, she is just as gentle, sometimes even recklessly so, if she thinks an adult needs her help. If possible she likes to avoid battles, but she always relents if Kitsune is in one of her moods and wants a good fight.
Even though she lost the fat other kids used to tease her for, she is still a bit scared of regaining that weight, so even though she loves sweet things, she avoids them like the plague.
History:
Sachikos home life was very nice and sheltered. Growing up at her parents daycare center Sachiko learned about Pokémon care and breeding and being very gentle she took to it from a very young age. Her parents expected her to help around the daycare relatively early, but since she always loved the work, that was a rather positive thing.
The only thing truly lacking was lasting friendships. Sachiko had a lot of excess weight as a younger child and was ridiculed by some of her peers for that reason. At that time she still lashed out quite often running into the woods to cry her eyes out or screaming and yelling at the bullies. This of course only made it worse and a favorite sport for even more of them. She took to secluding herself with the Pokémon at the daycare or out in the woods if her parents had had enough and send her out to play and make friends. Of course she wasn't actually allowed to go there, but neither were the bullies, so it became a safe haven for her. The worst that could happen anyway was not being 'allowed' to go out and play for a couple of days. Of course she had to run sometimes and she didn't particularly like being scolded, but it was still better to avoid contact. At least that's what she thought.
So she was left alone, but unable to find human friends apart from the odd older people leaving or reclaiming their Pokémon. And those never stayed long. Just as little as most of the Pokémon she at times grew quite close to.
However it did teach her over time, to let go easily and appreciate a friend, while they are there.
This changed, when her father bought a Fennekin in order to sell the offspring for a high price in Kanto, where these Pokémon are relatively unknown. When he saw how quickly his daughter took to the first of the awaited merchandise he simply couldn't sell her and instead allowed the girl to keep it.
The two have been inseparable ever since and running around with Fennekin she lost a lot of weight quite quickly. She still avoids most of the kids around the neighborhood though, despite the fact that they have probably moved on long ago and most have started their adventures anyway.

Personality: She is very protective of her owner and suspicious of every person, she doesn't know very well. She can be incredibly aggressive, if she feels she or Sachiko have been slighted. She can be a bit vain and arrogant and loves to be groomed and show off. Sachiko is convinced that her Pokémon is a far better judge of character than herself, even though she is just the other extreme and too distrustful and aggressive.

To start, welcome to the forum.
There are very few issues I see with your application, so if you can help fix those, it'll be great and ready for approval.

1. Grammar. We like good grammar here on the forum, and I don't see many issues other than comma usage. The flow of the history is broken a bit by a few of the commas, so if you could go and check this out, I'd appreciate it.
2. When speaking of leaving decisions to the Fennekin, you say the word "babies," but I have no idea what this references. There is nothign in the history that I saw either.
3. A bit of things in the personality could be better used in the history, such as how the character came to fear the cities as opposed to the woods [I can assume that this is from her childhood, but is there another influence?].

Alright, two last things:
1. Remove the "(Leave as zero)." It's stated in the template to remove all parenthesis.
2. "Sachiko is convinced that her Pokémon is far better judge of character, even though she is the other extreme." Is this true or not? The statement makes it seem like it could sway to either side; yes or no. There isn't really anything mentioned in the history, and if this is a part of the pokemon's personality, it could be moved.

Fixed it and put that statement under Kitsu. Although this is just Sachiko's opinion...
