I have free chars in Kanto and Minoru. Both are pure rival types (Gary, Paul) The one in Minoru ain't too bad though, since he doesnt like let his opponent down after the foe's defeat.
Kanto one is more to the annoying type, like gary well.

I have a free Kanto character too, who can be of about the same use as Brock. He'll cook for your character, but that's about the height of it.
